Navigating Special Education in Mckinney ISD

While Mckinney ISD is committed to providing services, parents must remember that the IEP process is a legal negotiation. The district operates under the oversight of the Texas Education Agency (TEA).

As a parent, you are a mandatory, equal member of the ARD committee. The district has up to 45 school days from the date of parental consent to complete evaluations, and you are legally entitled to receive written notice at least five school days prior to any ARD committee meeting.

Do not rely on verbal conversations with teachers or principals. To trigger Mckinney ISD's legal obligations under IDEA, you must put all requests for evaluations or ARD meetings in writing.

Common Early Roadblocks

Often, when a parent expresses concern, a campus will suggest placing the child in "RTI" (Response to Intervention) instead of testing for special education. RTI cannot be used to delay or deny a special education evaluation. If your child is struggling, you have the right to submit a formal written request for a Full Individual and Initial Evaluation (FIIE) immediately.

Your Rights as a McKinney ISD Parent

If your child has special needs in McKinney ISD, you have powerful legal protections under Texas law. The state requires districts to evaluate any child suspected of having a disability within 45 school days of receiving written consent - this timeline protects your child from unnecessary delays in getting help.

McKinney ISD must provide a Free Appropriate Public Education (FAPE) in the least restrictive environment possible. This means your child deserves an education tailored to their unique needs, whether through classroom accommodations, specialized instruction, or related services like speech therapy. You're not asking for favors - you're advocating for legal rights your child already has.

Remember: you're an equal member of your child's IEP team, and your input matters just as much as the professionals around the table. Don't let anyone make you feel otherwise or pressure you into decisions that don't feel right. Connect with other McKinney ISD special education families to learn how they've successfully navigated this process.

Show the ISD You Mean Business

A verbal request has no legal weight. A written letter starts the 45-day clock and forces a response within 15 school days.
